Description: This error is caused because the current Windows installation is somehow corrupted. For some reason a simple file operation that should take less than a second takes over half a minute and times out causing an error. Let's take a look at the step-by-step solutions together:

1) As a first step, please use Windows Update to make sure your Windows is fully up to date,

2) If the problem persists after updating Windows, I suggest you scan your computer as the system may be infected with a virus. To check this you can use the free Malwarebytes anti-rootkit scan for example: https://www.malwarebytes.com/antirootkit

3) Run the Windows System File Checker using the instructions here and follow the instructions (You should do this if your Windows is up to date):

~~ Windows 10, 8.1 or 8 ~~
### a) Start Command Prompt as Administrator (Windows key-->Run-->CMD or Windows key + R-->CMD ),

### b) If prompted for an administrator password or confirmation, enter the password or select 'Allow',

### c) Enter this command after the operation you have done in the window that appears: DISM.exe /Online /Cleanup-image /Restorehealth ,

### d) Once complete, then enter this command: sfc /scannow ,

### e) Let the scan complete, then restart your computer.

### a) Start Command Prompt as Administrator (Windows key-->Run-->CMD or Windows key + R-->CMD ).

### b) If prompted for an administrator password or confirmation, enter the password or select 'Allow'.

### c) Then enter this command: sfc /scannow

### d) Restart your computer when complete.

Important: When you run the /Restorehealth command, DISM uses Windows Update to provide the files needed to fix corruptions. However, if your Windows Update client is already corrupt, use a working Windows installation as the repair source, or use a Windows subdirectory from removable media such as a Windows DVD or Windows USB from a network share as the source. To do this, run the following command:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess

5) If the error persists, you may need to use the Windows System Restore function to return your computer to its previous working state.
