Can't set merchant

Maybe there is someone who can expain one thing.
When I try to set merchant some red area is showing up.


What does it means?

Hello!

This red circle is the area where no one is allowed to be.

So it's some kind of "anti merchant trollers" or something I guess

It can be frustrating some times.Especially in dorion 1.
