Rise online making Steam VR open

I am having a problem, I have been trying to play this game for the last hour or so, and its acting as if its dependent on SteamVR to run, when I close SteamVR it will force close the game, I can get as far as the title screen and into the character screen, but after that I am unable to click on anything properly, for example I can't click directly on something and have to move the mouse under an icon to select it. And yes I do not have the steam client actually opened, that was the first thing I thought of doing was closing it maybe thinking it wouldn't make SteamVR launch.
